OK. I'll bite. Most of these have a photo on the back cover. On the photos are the inscription. 'Ray Manley from Shostal'. In the additional information the credit is, 'Pencils: Ray Manley; Shostal (photo) | Inks: Ray Manley'. . Now I am a photographer. by training. There is no evidence of any penciling or inking on these photos. Ray Manley was the photographer and his work was sourced through Shostal stock photo agency.
Whoever wrote that credit was probably working late and half asleep.
Here is Ray Manley
https://www.legacy.com/obituaries/tucson/obituary.aspx?n=ray-manley&pid=18598286&fhid=2500
He was based in Arizona and his work is collected and held at the University of Arizona.
Here are some of his images.

Tells me that whoever put these Western collections together for Dell, 'knew his onions!'
Ray was based in Arizona.
This one is a particularly good photo of its type, by the way.

GCD's credits are formatted exclusively for comic art, without a way to handle things like cover paintings and photos. Cover paintings are credited with "pencil and ink by" whomever painted the cover. It's a flaw in the database design.
