I think the "January 1945" is a typo, because the indicia on page four says "January 1946" and the circulation statement on magazine page 64 was "sworn and subscribed" on 20 September 1945.

That was about two weeks after the end of WWII. It was common for magazines to be assembled months in advance. It's possible the war may not have officially ended by the time this issue was put to bed. If it had, it had only been over for a month or two. At any rate rationing in the USA continued until July 1947, though few items were still on the ration list by then. I don't think there's any particular significance in the editor using the term "government" restrictions rather than "wartime" restrictions, unless maybe it's to acknowledge the war had ended.
