Johnny Fox, Indian Detective.
Judging by the colouring he is meant to be an Indian from the subcontinent. There must be a story behind this. An unusual and unexpected ethnic hero in the Golden Age?

Probably the most fully-fledged Indian hero in comic books in the early 40s was the Bronze Terror over at Lev Gleason, who was also a lawyer:
