I believe that the Buck Rogers comic strip had the Tiger-Men of Mars show up in 1930. So there was a pre-existing pop culture reference for a tiger man.

tigermen of mongo' at some point in Flash Gordon.
If my memory clicks in, I will remember where I saw that.
I am thinking, in a serial or animated cartoon?

I remember a Lionman in an animated Flash Gordon, not sure if he appeared elsewhere.
There was a human or humanoid servant/executioner called the Tigerman in the Buck Rodgers TV series.

The "Talking Tiger" in the Dollman story was simply a human wacko in a mask made from a tiger's head.
