And why is there an MLJ Black Hood story in the middle of the book?

Green publishing reprinted comic book stories whose artwork and/or plates, or bound and ready-to-attach a new cover never used sets of inside pages of issues from defunct companies, or from comic book lines that companies like Archie/MLJ not only discontinued those series, but didn't care enough about someone else re-issuing them to claim ownership and damages.  The entire comic page content of Roly Poly #12 were reprints of stories originally printed in one issue of MLJ's Top-Notch Laugh Comics.  I think it was issue #51, but not sure.
