This is an amazing find. Games are my other hobby and this looks like one of the earliest 'deck building' type games. Certainly I'd never heard of it- but others had. This game has a full entry on Board Game Geek, including comments by people who have actually played the game. Consensus on that iste is that the game play resembles Rummy and is too luck-driven to be much fun for serious play.If you want to read that entry just google: " I commit bgg". Thanks for posting!

Here is a blog post which shows all 53 cards! A funny sidelight: a later reissue of the game changed the "police constable" card picture to a somewhat cartoony policeman with "49" on his collar. Probably a sly attempt to tie the game in with the popular "P.C. 49" radio show.

Great work.  I went to boardgamegeek in the hope they would have artist details. It's a shame there are no art credits for these 2 crime games.
The Motor game is credited because Lane, all he was known as, drew for the motor magazine.  A few other game descriptions do include artist credits.
