Actually STRANGE MYSTERIES 19 is a reprint of Superior's JOURNEY INTO FEAR 1 (the first of the three Superior horror titles) and it came out in '51. But in Canada, the Fulton Bill was passed on December 10 '49. So Superior's publisher William Zimmerman was defying the requirements of the Fulton Bill. Of course, Superior was also shipping to the U.S. They dropped their horror titles at the end of '54/beginning of '55, so maybe the Comics Code accomplished what the Fulton Bill couldn't do.
