The piccolo, or lilliput, format was incredibly popular in The Netherlands (edit - and in Spain. ) and there are instances in American comics. The U.K. had it's own versions, virtually all of which were intended for young children, being Enid Blyton strips - Noddy for instance, but also Mary Mouse, and "The Twins" series.

In the comic book 'Forbidden Worlds No. 001' ( https://comicbookplus.com/?dlid=17984 ) is on page 13 an advertisement for "Wheaties", there is also an advertisement for Disney comics, these comics seem to be in piccolo format.

Yes they are piccolos.  I think we have an example of an American piccoo on site.  I just can't remember where.
