Generally good art throughout. The strip features "Jesse James and the Pinkerton Agents" and "Curly Bags and the Bandits" are especially nice. They seem to be drawn by the same person. The drawing style reminds me of Tony Weare. Does anyone know who the artist is?

No, I don't know who the artist is, but you're right, it is like Weare's work and reminiscent of the Matt Marriot strip.  The stories use that odd technique of mixing a balloon strip with a text strip, quite a British thing , I think.
