Looking at Dan Stevenson's Complete List of Romance Comics, it lists the three issues of Cowboy Romances (1949-1950) as Marvel. However, I have a copy of issue 1 and it was published by Interstate Publishing Corp. Would this comic be considered allowed or not allowed?

Marvel used over 30 different "sub-publishers", Corrine,
so the simple answer is that yes, this is a Marvel comic and no, it's not allowed.
