Seven cents? Wonder where they came up with that amount? I guess it if was routinely sold in a 3-pack it doesn't matter, and maybe they only labeled it with a price just in case the packs were broken up. GCD says the 3rd title in the set was "Whee Comics."

Yes, they came in 3-packs.  There were two sets. 
"Smile". "Funny" and Tickle Comics" were in the other pacquet.  These were smaller than regular size, and panels were blown up in size, with only 2-tiers like some of the 1940s' 5
