So Plastic Man is going to be relaunched in a movie as Plastic Woman:

Makes you wonder what other characters might be better as a woman - Arrow perhaps? (or Hawkman)

We already have 'Hawkgirl and 'Hawkwoman' and Green Arrow had an adopted daughter name of Mia.  Been there done that.
Question is, when you leave the fans behind, the movies don't do very well. Who's going to see a movie called 'Plastic Woman'? Big question, will there be a female Woozy Winks?  There should be.
Kamala Khan is pretty much that anyway, as was Rita in the Doom Patrol

Better at portrayal of particular characters. The female may act out of compassion in certain scenarios while a male counterpart might under the same circumstances act out of a sense of justice. Ideally a female is more likely to protect the vulnerable while the male is more likely to punish the guilty, often without pity, or avenge a wrong.

I'm glad you used 'May'. Too much generalization in that statement for me.
I speak as one with a Mother, 2 Grandmothers, various aunts, 3 nieces, many girlfriends, a ex-wife, several female bosses - to start with. That statement describes only some of them. And only some of the time.
Watch female animals with their young. In protecting their own, females can be as ruthless and cold-hearted as men can be.I love women and I appreciate that quality in them too, even though it scares me at times.
Men can also be capable of caring and helping. That's the quality we call heroism.

In the school-yard, boys will smack each other around and that's often it. Girls don't get so physical but they can ruin each others lives for ever. It's not an accident that Hollywood makes movies like 'Mean Girls' and 'Clueless' about girls and movies like 'Dumb and Dummer' about boys.

Hell, Magica de Spell? even Grandma Duck was pretty tough.
And the movies coming out of Hollywood now are feminist correct [ by current standards anyway] So Suicide Squad, Red Sparrow, the latest Charlie's Angels - to name three - all give us tough, compassion-free women who have all been victimised by men. So they behave just like men and 'punish the guilty.' 
Which movies, interestingly, are not making the money they need to.
Aside, I want to see Red Sparrow, because I read the book and that is good value. Also Black Widow because  I have a soft spot for ScarJo.

We are all individuals and we all react differently in different situations. Not always ideally.
That's why we call it 'ideal'
