Possible connection between Blue Beetle and Ray art

I might have found a "swiped" drawing of Blue Beetle, specifically the cover of Blue Beetle (1942) #23, from July 1943.

The lower part of Blue Beetle's face (from the eyes down) is clearly copied from a panel from a Ray story in Smash Comics (1939) #30, from January 1942.

On Grand Comics Database, the Ray story is credited to Lou Fine, while the Blue Beetle cover is credited to Allen Ulmer and George Gregg.

Also look at the kid in panel 8 and compare it to the kid on the upper left of the cover.
