I can't recall where, but I saw a date of c.1940. Having a quick look at sources I recall checking, Trove dates this comic as 1945 and the IronOutlaw website (for all your Ned Kelly needs) also gives that date. [Trove is a national Australian database of the collections of Australian libraries, universities, museums, galleries and archives, so Australian libraries are dating this comic as from 1945.]
