It is shown in the comic that  is Sandra Knight, the beautiful socialite, daughter of Senator Knight.

It is shown in Police Comics 21, page 28, that she is finally seen without her mask and recognized as Sandra Knight. As far as i know it is the first and only time.

The criminals, who are eventually caught, never take advantage of the knowledge of Lady Phantom's true identity!!!
