I came across this intriguing panel online used as a meme. I've image searched to find the origin but nothing matched. I uploaded it to ChatGPT and gave it prompts like:

But the best it could do for me was suggest a story about The Clock versus the Skull Gang, in Crack Comics 6. That wasn't it.

The potentially good thing ChatGPT did, tho, was prompt me to try to find that comic, which led me to this site. And maybe, just maybe someone here has a clue that can help me track this thing down. Does this panel ring a bell for anyone?

It seems sorta like a Fletcher Hanks comic. The gaudy art and the dialogue seems a little like him, but I'm not really sure.
