Adding a Missing Cover

What is best method for adding a missing cover for a scan that is otherwise complete? Is it preferable to post the cover image itself to the forums and indicate what it is for, or should one update and re upload the whole completed archive, then make an announcement?

Also, where should that announcement or cover image be posted?

Preferably posting the cover/covers in the upload section when you announce the new updated scan is on the ftp, later hopefully uploading direct to the site will be available again but when last l checked it was not working yet.
