The credits are muddled here...they seem to have been combined with those of another issue. No Ozymandias story in this issue; no Springer art. Springer took over on the second issue.
As rmdavidson said, this issue was penciled by Gil Kane. Who inked it is unclear. Kane may have inked the cover one-pagers himself. It looks like his fine-line approach. I suggest Bob Fujitani may have inked the main story. He was working for Dell at the time and the drapery as well as the faces on secondary characters look like his work.
Brain Boy's first two issues were remarkably mature in approach. Not just because of the violence, but also because of they way they tried to give Matt a more realistic personality...like in the scene where he forces the assassin to kill himself. Another unique item was BB's interracial romance, which lasted two issues (his girl friend suddenly turned pink after issue 2).
