Odd that Leonard Frank gets a typeset art credit on the last story, but none of the other art in the issue--including that by Frank--is credited.

OK! Can someone explain to me why Captain Midnight didn't end up a DC character, since most of the other Fawcett characters did?

Because he started off as a radio show and Fawcett only licensed the right to use him.

Interesting to note that Japan surrendered on September 2, 1945, but this issue featuring active Japanese foes is dated February 1946. Backlog of already-completed stories to be published and the long lead times of pre-digital print media probably to blame. Not too long after, the focus of Captain Midnight's comic book stories shifted to space alien menaces.
