This strip seems to have been a syndicated feature, but all the near-nudity makes it racy stuff for the average daily newspaper, which tended to have conservative editors. I notice that most of the lingerie shots occur in the earlier strips. Maybe someone told Morse to dial it back.

Looking at the Wikipedia article on the New York Daily Mirror, the paper that strip started in, it seems to have been a sensational tabloid, so a racy comic strip was probably more acceptable in that sort of paper.
