Good 'ol Dan Garret, still a "rookie patrolman" after (at least) seven years on the beat. You'd think the guy would let himself get credit for a few criminal arrests once in a while, instead of always letting the credit go to Blue Beetle. But he can't -- a promotion would mean more responsibility, and less independence... *bad* for his alter ego. The beat cop day job seemed to be a good cover for super-heroing... independence and absolutely no oversight. How many other "rookie patrolmen" superheroes can you think of? There was at least Kip (Black Hood) Burland and Jim (the Guardian) Harper, but probably another dozen or so more obscure ones that escape my memory at the moment.

Not superhrroes but policemen who stayed as constables for ages.  PC49, who we have on site was a basic uniformed constable for all of his comic, radio and film career, apart from the odd occasion when he got to work in plain clothes.
Another was George Dixon, played by Jack Warner  and who first appeared in the film, The Blue Lamp, in which he was shot and died, only to be resurrected for tv as Dixon of Dock Green.  The tv show ran for a long time and I seem to remember that towards the end of the run, he was promoted to sergeant.
The British historical superhero, Spring Heeled Jackson was  mild mannered police clerk in a Victorian London police station, but changed into his super suit and struck fear into the hearts of criminals.
