Paw, going by the Yellow Border and the Red on the cover I would have thought 'Jack and Jill' also, but that lettering order doesn't seem right for that. Unless it is the back cover, which often had strips on it. A thought, Was 'Jack and Jill' a sister magazine to 'Schoolgirl's picture library'? It would make sense to sneakily advertise a sister magazine on the cover.

You're right, it doesn't quite look like J&J. Has to be a Fleetway comic, surely.  I've been checking through the guide and can't come up with anything other than one of the "Jolly " titles, but they stopped well before this book. The other title for slightly older children was Playhour and it's obviously not that.
Thing is, the layout of the strip on the visible page is exactly that of J&J, 4 panels with text below but I can't make out if there are word balloons.
