This looks like another example of rejiggering stories from another panel format. Flat topped speech balloons with lots of sky above them, and some pretty crude relettering.

These were stories from ACG's "Ha Ha" and "Giggle" comics. The first two stories are recut from the 3-tier 6 panel standard 1940s comic book format, blown up to fit 2 tiers, to get more pages from less artwork. Almost all the stories in the series came from 1940s stories originally printed in "Giggle" and "Ha Ha", with only one coming from an early 1950s issue of "Funny Films".

This was a miniature digest-sized comic book About half the size of a normal comic. It was sold in a 3 pack with Pop Comics #1 and Whee Comics #1. They were routinely sold in a 3-pack for 25
