GCD doesn't indicate if the Ziggy Pig/Silly Seal stories were reprints. These were Marvel characters but it's conceivable that these stories were old inventory rather than reprints. The first story is signed by Al Jaffee who did draw them for Marvel.

I've never seen any of these stories in a Timely, Atlas, or Marvel book, or any reference to such a fact, unless Premier Magazines was an Atlas imprint.  So, I suspect that dwilt is correct that this was just old, never-before-printed Timely inventory - turned into 3-D format.
