To be fair, Supergirl has always been a little...messed up. I'm particularly reminded of the issue where she decides that Superman needs to marry someone JUST LIKE HER...but not her. Because they're cousins. And that's bad. On Krypton, at least.
So she uses her super-telescope (not like that--ew!) and finds a superwoman who's JUST LIKE HER, only grown up. And then sends Superman out there. While she stays behind.
This is the somehow-"classic" Luma Lynai story.
Creepy possibility #1: It's actually her future self and she's scamming the Man of Steel into let's say marrying her despite the cousin taboo.
Creepy possibility #2: "You go get it on with the foreign chick while I stay behind with the telescope" sounds like a subplot in a cheesy fraternity movie.
Personally, I still think this sort of thing pales in comparison to Archie's prostitution ring in Pep #30. I'll grant you that the story unfolds as if he's running a legitiimate escort service, but given that his premise is that Betty gets so many dates and should farm them out to other girls, and somehow that makes him money, certainly fills in the blanks.
Clearly, Betty's slacks are a corrupting influence on the town. Or maybe Archie's just a punk--who really knows why he was speeding, after all...?
