The Lightning (Milson) Comics meta-team would of necessity be slightly smaller than the JSA, but still quite worthy of their places at the round table:

Anti-Man (remember, he intended to join the good guys even though that never quite happened)
Grollo (who did join the good guys)
Sugar Kane (politically incorrect Secretary a la Wonder Woman; let's assume she had gained powers of an unknown nature too, offstage)

The Milson team has to include their other title character Super Green Beret. And if we add the other "two title" publisher, MF Enterprises we can come up with an interesting team including Captain Marvel which I guess we can call XAM then the repentant Tinyman and Atom-Jaw

Maybe if some of the other villains converted more of the JSA could be filled out. Not a lot of easy matches.

A few comments...

OK, I could live with Super Green Beret tossed into the mix, but not his original name and the historical quagmire that'd come along with it.  Re-dub him "Super Guardsman" for our times, perhaps ...?

I also could live with bringing the "Earth MF" heroes on board (their own rogues' gallery, not so much), once one not-insurmountable quibble was resolved:

(1) "Xam", in the name of non-awkward English, would need to be understood as being pronounced either "Zham" or "Jham" (just my opinion, but "Ex-am" would never fly, or split).  So ... what about a reasonable name adjustment to "Captain Xam"?

So:

Clad in his armor, the Tinman is no longer a 98 pound weakling. Atom Jaw is prepared to take his bite out of crime after having reformed along with Anti-man who now fights on the side of humanity. No man can resist the sickeningly deafening candy cry of Sugar Cane. Tinyman comes in to battle with his alien robot friend and ally Captain Xam.

Naturally, the roster of the Derby Defenders would have to start with Charlton's two heaviest hitters available to us under the CB+ rules, one that migrated from Fox and the other (however briefly) from Fawcett:

Blue Beetle (the vitamin-gulping police officer, natch)
Ibis the Invincible (the launcher of Danger and Adventure)

From there, we continue down the line:

Yellowjacket
Mercury Man
Mr. Muscles
Zaza the Mystic
Nature Boy

And that's strictly from memory, mind you.  Taking as a given that I missed at least a few others, feel free to add them on!  (Then we can get to the fun of matching 'em all up.)

Prohibited, naturally, are all of Charlton's "Action Heroes" of the '60s (boo! hiss!), and probably the following as well, even if some of the books they appear in are included in the CB+ reading/downloading archives:  Sarge Steel, The Spookman, The Shape, and Atomic Mouse (kidding!!!!).

Here they are from All-Star 15 the Chartlon Society of Derby. Dr. Graves assesses the situation form the astral plane. How can our heroes rescue Nature Boy? Diana the Huntress is in action with her bow while the Blue Beetle is flying in as is Mercury Man and Ibis. Yellowjacket and Mr. Muscle await a chance to help. Will Hercules arrive in time to possibly save the day? All recorded by Zaza the Mystic.

Since you put it that way, I don't suppose any of the legal eagles would particularly care if Son of Vulcan
