PANTHER MAN – CITY OF GIANTS by Peter James, published by Pyramid Publications in (estimated) March 1949. Panther Man made a number of appearances (7, according to ‘From “Sunbeams” to Sunset’) but didn’t have a comic of his own. Peter James is one of many Australian comic creators that not much is known about. Other than Panther Man, he appears to have worked extensively on comic strips in newspapers and magazines. He took over the newspaper strip Captain Power from Stanley Pitt, writing and drawing it for two years, and later co-created Mike Manly - Miracle Man, and worked on that for about two years. What happened in his life after cartooning is unknown.

Whoever Peter James was, he knew a thing or two about light and shadow. He put some work into his large panels. It's distinctive.

The art and lettering of the 'Betty Bates' story here make me think it is a 'QUALITY' reprint.

Betty Bates (who often has the subtitle 'Lady at Law') from Hit Comics (this story from Hit Comics#43). The Grand Comics Database suggests the art is by Mort Leav, though isn't certain. That comic is available on this site
