I'm confused on the 41 pages and the lack of the "Plastic Man" cover blurb.  What's up?

I've owned this thing in the past and never got around to reading it.  I had always heard that it rivals Brother Power, the Geek and Prez for epic comic fail of all time.

I got these when the came out and loved them then so it carries over to loving them now. I am not very objective  ::)
