No, I'm pretty sure that's just the result of the scanning process. At any rate, I've seen that "paper grain" on plenty of scanned books here.

I'm certain that Charlton's 'cheap-o' look compared to other publishers had nothing to do with the paper, and everything to do with Charlton's (wholly-owned) printing presses. The bigger publishers had contracts with specialized 4-color printers like Eastern Color or others. Nowadays most of the printing goes to Canada.
