Good 'ol Dan Garret, still a "rookie patrolman" after (at least) seven years on the beat. You think the guy would let himself get credit for a few criminal arrests instead of always letting the credit go to Blue Beetle. The beat cop day job seemed to be a good cover for super-heroing... independence and absolutely no oversight. How many other "rookie patrolmen" superheroes can you think of? There was at least Kip (Black Hood) Burland and Jim (the Guardian) Harper, but probably another dozen or so more obscure ones that escape my memory at the moment.
