My guess is that the publishers hadn't done much research on the market the hoped to tap into. It is obvious that this paper was marketed towards mothers with very young children, who might enjoy being read these simple gag pages by their parents or grandparents, and getting help from them to work the simple puzzles and colouring pages. But selling only 8 pagers worth for tuppence, when they could get up to 20 pages with actual stories for only 1 penny more, from other publishers (albeit for children who were at least a few years older). I think there really was now market for a paper in this configuration.
