Bob Powell's art style changed drastically over the years. His late work, like this, isn't terrible but it's very sketchy and not at all like his earlier stuff. I prefer his early 1950s artwork but by the late 1950s he had migrated to a much more stylised look and eventually wound up with this kind of thing (to be fair, maybe he thought it was more appropriate for the sub-Archie tone of the book, or maybe he was just rushed). Also, I think his inkers and assistants had a significant influence on the final "look" of his stories.

I wonder if his page rates determined how much effort he put into the work.  His 1960s work for Marvel Looks like he put more into it but, with the exception of his Daredevil work inked by Wally Wood, which, IMHO, looks great, he always seemed to get saddled with inkers that really didn't seem to fit him.
