Although the front page title says Super Detective Library, the end page credits name it Valiant Picture Library, so perhaps reprinted from a previous publication? The Rick Random story in number 70 only has 34 pages.

This was discussed here earlier.  #14 is a shortened form of the original Super Detective issue.
#70 is only 34 pages because apart from the covers the pages are double.
