This looks like reprints of Frank Giacoia's American newspaper strip.

rm has it bang on.  The comic is British, part of a spectacular run of pocket libraries, by a British company but a fair number of issues feature reprints of American strips, this being one of them.  Other reprints incl. Rip Kirby; Paul Darrow; The Saint and Jet Scott, that latter featuring Jerry Robinson art.  British newspaper strips were also adapted for this digest sized format incl. Buck Ryan; some (not sure how many) Lesley Shane stories; Vic Terry.

page 10 (of the the whole scan) You can see where they missed getting rid of the Herald Tribune copyright notice : "1935 N.Y. Herald Tribune and the Estate of A. Conan Doyle"
