The cover is all wrong from a hardware perspective. And that's apart from the bad figure and face work. The metro train seems to have no visible means of propulsion, unless it's clockwork. No third rail which would have been the most likely. No catenary cable, nor pantograph, and therefore the space above the train roof wouldn't have been high enough for our hero to stand up. Again, it appears that the tracks are so close together that it would be impossible for 2 trains to pass without banging into each other.
I assume that to the editor, the story and his belief in what he took to be a powerful cover, overrode any concerns about crappy hardware.
