I agree with the note above that the cover is by Bill Lacey, the artist who drew the interiors. I could swear, however, that the cover image has been squeezed a bit horizontally. The figures seem tall and skinny, and the "9p" circle is an oval.

You are correct about the distorted pages.  I scanned a book of four reprints of which this is one.  I may have changed some of them to remove the squeeze but obviously not this page.

I noticed the distortion and was puzzled and didn't comment. I should have realized it happened via the scanning process. In Australia, when some newspapers downgraded the importance of the comic pages, from the 80's on the used to use scanning technology to jam the panels into a smaller space than they actually needed, and this kind of distortion resulted. Drove me crazy.
And sorry Crash, whatever it says, that's Bellamy figure work. That cover is a mashup of a background and the foreground figures, two different drawings. That indicates that when it went to press, there wasn't a cover available so a quick substitute was created. I'm prepared to accept pencils possibly by Lacy, inks and finish by Bellamy.

I'll accept your judgement, Panther. I'm not a Bellamy expert. I imagined the hero's head stretched sideways and thought he looked like a Lacey man. I also assumed the cover was created for the book in question; I should have thought they might use a generic stand-in.

Just to add to the slight confusion, Dave Ashford and Steve Holland credit both cover and interior art to Bill Lacey.  I admit to not being an expert but those faces and the shading in the interior art look very much like Bill Lacey.  It's the faces on the cover that seem out of style to me. I stand to be corrected.
