This is one of some fifteen pulp series published by Editions Police Journal for the French Canadian market. The publisher released tons of these magazines between 1944 and 1966. CB+ has loads of them, like Agent IXE-13, Domino Noir, and Diane la belle aventurière. One man, Pierre Daigneault (under the name of Pierre Saurel), personally cranked out hundreds of issues.
This story stars Guy Verchères, who is (constantly) referred to as "The Canadian Arsene Lupin." The EPJ stories are written in very basic French...they're a fun way to practice reading the language. They're also padded outrageously: every sentence is a new paragraph. I guess the publishers figured their readers weren't especially literate.
