This comes up as #2 in the 'most comments' list, so I'll help it along! I've looked at it quite a few times as I've browsed through the site.
I would be inclined to believe that whoever did the second story ' The Ivy invasion' also did the cover, owing to the eyebrows, the man's face and the general inking style. I can see why you might think Ditko, but it's neither Mr D or Mort Meskin. We may never know.
